On November 26, the 19th Cross-Strait Higher Education Forum took place at Hsuan Chuang University in the Taiwan region. The forum was guided by the Department of Education of Guangdong Province, co-sponsored by the Guangdong Association of Higher Education, the Taiwan Businessmen’s Dongguan Education Foundation, and the Higher Education Association in the Taiwan Region. Present at the forum were Wei Feng, Deputy Director of the Department of Education of Guangdong Province; Dasheng Li, President of the Guangdong Association of Higher Education; Zhuofei He, Chairman of the Higher Education Association in the Taiwan Region; Chaoxiang Yang, President of Fo Guang Shan Universities; Hongdeng Ye, Chairman of the Taiwan Businessmen’s Dongguan School and the Taiwan Businessmen’s Dongguan Education Foundation; Xingguang Shi, Chairman of Hsuan Chuang University and other guests. With the main topic of "High-quality Development of Higher Education and the Construction of a Modern Industrial System" and some branch topics, the forum gathered a total of 52 representatives from Guangdong, including presidents, experts and scholars from 33 universities; and 61 representatives from the Taiwan region, including presidents, experts, scholars and representatives of industry and education enterprises from 25 universities in the Taiwan region. Tiangang Luan, Chancellor of Wuyi University (WYU), attended the forum, and delivered a special speech entitled "Regional Industrial Transformation and Upgrading Calls for Mass Cultivation of Technological Innovation Talents-- WYU’s Reflection and Practice in Implementing Technological Innovation Education".

Starting from the background and practical predicament of the cultivation of technological innovation talents, Luan proposed that the development of new quality productivity is the internal requirement of high-quality development; those talents who do well in the application of innovative technologies are the backbone of promoting regional industrial transformation and upgrading; and it’s the duty and mission of universities to cultivate technological innovation talents in their areas. Luan introduced the overall design of WYU's high-quality technological innovation education system, and expounded the initial results of the five major measures by WYU around the cultivation of technological innovative talents, i.e., "optimizing the layout of disciplines and majors, meeting the demand of industrial development, improving the practical teaching system, combining production, education, research and application, and establishing a mechanism for enterprises to run on campus". Dasheng Li, President of the Guangdong Association of Higher Education, fully affirmed WYU's construction of high-quality technological innovation education system.

The forum also arranged practical visits to and exchanges with universities in the Taiwan region, through which the delegation from universities in Guangdong Province learned about the running of universities including Lunghwa University of Science and Technology, Ming Chuan University, Hsuan Chuang University, Chaoyang University of Technology, Nanhua University, and Chia Nan University of Pharmacy and Science.
It is reported that the Cross-Strait Higher Education Forums have been held annually since 2005, alternating between Guangdong Province and the Taiwan Region for each session.The forums were held by the Guangdong Association of Higher Education, entrusted by the Department of Education of Guangdong Province and in cooperation with the Taiwan Businessmen’s Dongguan Education Foundation and the Higher Education Association in the Taiwan Region in order to promote high-level cooperation and high-quality development of higher education on both sides of the Taiwan Strait, with more and deeper exchanges and mutual learning between universities and scholars on both sides.
